Why can I see the option to 'Download Job Costs' against some job cards, but not all?

Users can download a CSV containing a job card's cost information if that job card has been completed.

The link to 'Download Job Costs' will display in both that specific Job Card's 'Actions' drop-down, as well as the Job Cards Index page.

! A job card's job costs can only be downloaded once a job card has been completed.
